Waste Management
INSTALLATION
OF EFFLUENT TREATMENT PLANTS AND AIR POLLUTION CONTROL
MEASURES.
With the constant persuasion and surveillance by the
Board, there has been excellent progress for getting
installed effluent treatment plants and Air Pollution
Control Measures from the industries for the year 2000-01.
The Board will pursue the 40 units to install E.T.P.
and 100 units to install APCM during the year 2001-2002.
The board will pursue the Brick Kilns to install gravity
chamber. Board will also pursue the Rice Shellers to
install E.T.P. and APCM to control Water and Air Pollution.
MANAGEMENT
OF HAZARDOUS SUBSTANCES
The HSPCB has prepared an action plan to identify each
and every unit generating Hazardous Wastes for safe
disposal of Hazardous Waste, and ask them get authorisation.
The inventory of the Hazardous Waste would be created.
The Environment Department has notified a common hazardous
waste disposal site at Faridabad ( Appox.32 acres).Depending
on technical financial feasibility, a decision would
be taken whether another site is required. In case second
site is required same would be got identified and notified.
The Board had advertised for engaging private agency
which would develop and operate the HWDS (on BOO Basis)
so that Hazardous waste are treated and properly disposed
off. The new notification of 6.1.2000, the responsibility
of setting of H.W.site has been assign to industrial
unit. So Haryana State Pollution Control Board will
ask the industry to develop proper site.
The Board will convene meetings of the Hazardous waste
generators and would persuade them to set up the site
for H.W. disposal. The industry would be asked to first
set up a society or any organisation with members from
H.W. generators. This society will be doing the following
finles, or any other work which ultimately lead to setting
up of the site.
1. The society will be registered as a non profit organisation.
2. Some major H.W.generators will initially become the
members of society and would contribute money to form
a car pus for taking up this project.
3. The society will have consultant to conduct the survey
to prepare and inventory of HW Generators alongwith
the type and quantity of HW.
4. The consultant would prepare a workable project report.
5. The consultant would identify foreign donors, if
any, for financing the project.
6. All the H.W.generators would be come members of this
society.
7. To take a decision whether already notified site
is adequate or another site is required, if another
area is required on the basis of project report.
8. Based on the project report the society would fine
out an operator to develop and operate the project.
9. The society will make a program, so that site and
sites are developed by the end of year 2001-2002.
10. The Environment Impact Assessment study of the disposal
sites be carried out before their use.
The Hon'ble Supreme Court of India is also monitoring
the disposal of Hazardous waste case. The Board has
granted authorisation to 285 units in the year 2000-01.
The Board has the target to grant authorisation to 700
units during the year 2001-2002.
The Board was initially granting authorisation for a
period of one year but during this year the Board will
grant authorisation for a complete period of 5 years
as per amended rules of Hazardous Waste (Management
& Handling) Rules, 2000. The Board will revise its
list according to these amended rules notified vide
notification dated 6.1.2000. The Board will survey and
identify all the units covered under notification dated
6.1.2000. Action under Environment Act will be taken
against those units which do not apply under H.W.rules
and do not make temporary arrangements for storage of
H.W.
The units will be asked to make temporary arrangement
for disposal of Hazardous Waste for a period of atleast
three year till the final sites are to be developed.
All the Large and Medium units
generating large quantity may be asked to prepare the
project of dumping sites for hazardous waste of their
own or can participate in common sites.
The Board will identify the illegal dumping sites of
hazardous wastes and close these sites.
NOISE
POLLUTION CONTROL
The Board has taken measures for controlling noise pollution
in the State. The silence zones have been identified
and Board has displayed no horn posters/signs at various
silence zones in the State so that Hospitals and Schools
are protected from high pitch sound of horns.
The Central Pollution Control Board has issued guidelines
for control of Noise Pollution from the generating sets.
The units which are located in the residential areas
will be persuaded to install Noise Proof Chambers for
generating sets.
The Board will pursue the haryana Govt. for notifying
the Regional Officers of the Board as the competent
authority to take action against the defaulters who
are causing noise pollution.
